It is the «Spanish» keyboard layout with the special characters of the Asturian language Ḷḷ (che vaqueira) and Ḥḥ (hache aspirada).

Alt Gr + l = ḷ

Alt Gr + Shift + L = Ḷ

Alt Gr + h = ḥ

Alt Gr + Shift + H = Ḥ
